Who the Jade Emperor is
The Jade Emperor stands at the head of a Heaven filled with ranks, offices, banquets and favors. His ministers suggest giving Sun Wukong a position rather than beginning a war against him. This Heavenly Court mirrors an earthly bureaucracy, making its dealings with the monkey part of the novel's satire.
The Jade Emperor and the others in the story
The Jade Emperor first makes Wukong keeper of the imperial horses, a position the monkey accepts happily. When Wukong discovers that the post carries the lowest rank, he leaves Heaven in anger. The Jade Emperor sends an army against him, but force does not settle their conflict. The court then grants Wukong his chosen title, Great Sage, Equal to Heaven, without giving him real duties.
